Apostille Attestation in Pakistan

An apostille is a single certificate issued by MOFA that makes a Pakistani document valid in another Hague Convention country — with no embassy step at all. Pakistan acceded to the Convention on 8 July 2022 and it entered into force on 9 March 2023. Whether an apostille works for you depends entirely on your destination country, and the answer is less obvious than most people assume.

Which countries accept a Pakistani apostille

There are three groups, not two — and the third is the one almost every attestation website in Pakistan gets wrong.

GroupCountriesWhat you need
1. Accepts apostille
Convention members, no objection
Italy · Spain · Portugal · Romania · Turkey · United Kingdom · United States · Australia · Hungary · Japan · South Korea · Saudi Arabia · Bahrain · Oman Apostille. No embassy step.
2. Not Convention members United Arab Emirates · Qatar · Kuwait · China · Egypt · Iraq · Malaysia Embassy attestation after MOFA.
3. Members that objected to Pakistan Austria · Czech Republic · Denmark · Finland · Germany · Greece · Netherlands · Poland Apostille has no effect. Embassy or that country’s own verification procedure.
Group 3 is the expensive mistake
When a country accedes to the Apostille Convention rather than being an original signatory, existing members may object. Where a state objects, the Convention does not operate between that state and Pakistan — so a perfectly valid Pakistani apostille is legally meaningless there. Germany, for example, does not legalise Pakistani documents at its embassy either; it runs its own separate document verification procedure. If your destination is in group 3, ask us before you pay for anything.
Verify before you rely on it
Convention membership and objections both change. The authoritative source is the HCCH status table for the Apostille Convention. We check it against your destination country at the time you apply rather than working from a list that may have moved.

Saudi Arabia, Bahrain and Oman: the Gulf exception

The default assumption in Pakistan is that every Gulf state requires embassy attestation. That was true once. It is no longer true for three of them.

  • Oman — Convention in force since 30 January 2012
  • Bahrain — Convention in force since 31 December 2013
  • Saudi Arabia — Convention in force since 7 December 2022

The UAE, Qatar and Kuwait remain outside the Convention, so those three genuinely do still need embassy attestation.

One honest caveat: legal position and administrative habit are not always the same thing. Some Saudi employers and institutions still ask for the embassy stamp because that is what their internal checklist says. Where that happens, arguing the Convention at them rarely helps — we confirm what your specific employer or university actually wants and route the document accordingly.

An apostille does not skip the chain. It replaces the final embassy step only. Your degree still needs HEC attestation first; your Matric certificate still needs board verification and IBCC. The apostille is the last stamp, not the only one.

How we handle an apostille

We check your destination first

Before anything else, we confirm whether your country accepts a Pakistani apostille, is outside the Convention, or objected to Pakistan’s accession. This single check prevents the most expensive mistake in the process.

Complete the prior stages

Board verification and IBCC for school certificates, HEC for degrees, the relevant authority for personal and commercial documents. The apostille cannot be issued without them.

MOFA issues the apostille

We submit at MOFA in Islamabad and the apostille certificate is attached to your document.

Returned to you

Collected in person or couriered back with tracking. For group 1 countries, that is the end of the process — nothing further is needed.

Apostille FAQs

Does Pakistan issue apostilles?

Yes. Pakistan acceded to the Hague Apostille Convention on 8 July 2022 and the Convention entered into force for Pakistan on 9 March 2023. MOFA issues the apostille certificate, at the same stage where standard MOFA attestation would otherwise be done.

Which countries accept a Pakistani apostille?

Hague Convention member states that have not objected to Pakistan's accession. That includes Italy, Spain, Portugal, Romania, Turkey, the United Kingdom, the United States, Australia, and — importantly — Saudi Arabia, Bahrain and Oman, all three of which are Convention members.

Which countries do NOT accept a Pakistani apostille?

Two separate groups. First, countries that are not Convention members at all: the UAE, Qatar, Kuwait, China, Egypt and Iraq. Second, Convention members that objected to Pakistan's accession — Austria, the Czech Republic, Denmark, Finland, Germany, Greece, the Netherlands and Poland. For both groups you need embassy attestation instead.

Saudi Arabia accepts apostilles? I was told it needs embassy attestation.

Saudi Arabia joined the Apostille Convention with effect from 7 December 2022, so in principle an apostille applies. A great deal of advice online predates that change and still says embassy attestation. Because some Saudi employers and institutions continue to ask for the embassy stamp out of habit, we confirm what your specific receiving party wants before choosing a route.

Why would a European country refuse a Pakistani apostille?

Accession to the Convention is not automatic. When a country accedes rather than being an original signatory, existing members have a window in which to object. Where a state objects, the Convention simply does not operate between those two countries — so an apostille has no legal effect there, however valid it is elsewhere.

Which documents can be apostilled in Pakistan?

Educational documents such as , , and certificates; personal documents including , , divorce and death certificates and ; and commercial or legal documents such as , company registration and .

Do I still need HEC or IBCC attestation before an apostille?

Yes. The apostille does not replace the earlier steps in the chain — it replaces the embassy step at the end. A degree still needs HEC attestation first; a Matric certificate still needs board verification and IBCC.

What happens if I get the wrong one?

You pay twice and lose weeks. An apostilled document submitted to a UAE employer is returned, and the document has to go back through MOFA for standard attestation and then the embassy. Getting the destination question right at the start is the single highest-value decision in the whole process.
